Honesty is the best policy; when you are dealing with a potential customer, it is always a good idea to be upfront about work that may or may not be required during a project. Most people are receptive to information that is offered in honesty, particularly if it is being proposed to protect their property from further long term damage or building code contravention. Be sure to clarify that your quote is nominal and that it may or may not cover anything that does arise.
